Apparently a number survived after being told to stay in the house with wet towels.

I live on the 25th floor. Fires are a nightmare scenario. I overlook water. I wonder sometimes if I could make the jump. Physics says no, but with the old adrenaline pumping

The lack of an integrated FAP system isn't really a huge shock, as many Fire Officers recommend not having one in HMO's for various reasons (false alarms etc.) and instead just recommend domestic units and briefing residents to stay in their apartments in the event of something like this, wet towels around doors etc.
