Why is it being played at Cardiff City

I know it's not the biggest match in the world but you'd think it'd be played somewhere half decent.

It's not really random is it. If you're holding a major football match in Cardiff you'd think it would be one of the two places you'd look to hold it. In fact it seems quite pre-planned and calculated to me so it would be the opposite of random.
