osman handled the ball outside the box then it deflected into the box and hit fellani's hands. the ref gave the freekick for the osman handball.

Fellaini's handball was a certain free kick. Just like City fans in responding to the Nani red card, I've gone straight to the rule book. According to the Laws of the Game 2013, a referee can only give a penalty if he considers the infrigement to be inside the box. He quite obviously didn't consider it to be inside the box, so you can see why he's not given it. He was perfectly entitled not to give it.
The physical geolocation of Marouane Fellaini isn't referenced in the Laws of the Game 2013. You can look, but it isn't there.
And what's Tevez thinking, shooting from outside the box and therefore giving the referee the opportunity to give a free kick? He can't have any complaints. If he wanted a penalty he should have shot from inside the box, or gone into the box and got fouled. He's not in Europe now, he's in the Premier League, and that's just the kind of decision that's not given in the Premier League.
And I hope that the Premier League throw the book at Mancini for not fulfilling his media duties. His sarcastic face at the final whistle was a disgrace to the game.
