Anyone who wasn't able to say certainly by the deadline (think it was April) they could have partial crowds in wasn't allowed host games. That's why Ireland lost hosting rights. Also Bilbao lost theirs too but theirs were moved to Sevilla which had lower infection rates so was easing restrictions earlier.
