No. You have missed the target.
If you shoot at the goal, the ball hits the crossbar & bounces over the line = it’s a goal. It’s classed as on target.
It bounces on the line, no goal, off target.
Explain that?

I support your proposal. But I would add teams can still lose the shout out if they manage to miss the target.

This does seem to happen less than it used to tbf.
