There are different classes of shares, some have little or no voting rights (so you can't turn up at an AGM and vote off the board if they have shares with voting rights), but they are still provide ownership and any dividends.
The Glazers could decide to sell enough or all of theirs for market price (but most likely a higher amount) for another investor to be the majority owner and take control, but these other shares (25-40% of the club) would also have to be purchased for outright control.
The Coolmore Mafia did deals to buy the shares from individuals with significant numbers, such as Maurice Watkins, when they bought into the club before selling up to the Glazers. If there really is a Saudi take-over, I'd expect them to start that way too: it would be cheaper than paying the take-over rate (Glazers offered +20% on the trading price of the day) and would give them some leverage as significant shareholders, even if it's with reduced voting rights.
