I don't think so. It's just recklessly throwing the body and not considering where the arms are.
It's stupid, but players don't deliberately handle the ball unless they think they can get away with it or it's stopping an inevitable goal.
What about a player covering their face in the wall? That's not deliberate, nor is it a natural position .
It's simple: intention is irrelevant and merely clouds it. Could the player have avoided it? If so, it should be a penalty .
Considering intention just seems daft. Same with reckless challenges, fouls, own goals.... who cares what they MEANT to do? It's what they did that matters and could they have avoided doing it.
