Default 5 things to improve football

1. Give away fans 10% of capacity with lower limit of 4000. Create a better atmosphere.

2. Goal kicks taken from the side the ball went out. You can't pick which side to take a corner.

3 Throw ins taken from the right point one warning for encroachment and then it's given to the other side

4. Team fouls so a set of sneaky fouls or time wasting by different players gives the 4th fouler a yellow regardless if its that players first offence.

5. Independent time keeper. Clock goes off when referee blows up for a stoppage eg substitution or a goal or injury.

If a player gets in the refs face arguing about something & the ref tells him to £#%&! off out of it - 1 warning then a card.
When a penalty is given, defending team players £#%&!ing about with the ball, standing the area, not moving, keeper standing by the ball, or off to one side - again, one warning then a card.
Ref calls a player over & he has to blow the whistle 20 times cos the @#%&!'s still walking away & ignoring the ref - card him.

1) Remove teams in Europe from the EFL Cup / scrap it all together.

2) Give Champions Leagues spots to the winner of the main domestic cup competitions.

3) Ban Norwich from the Premier League.

4) Merge the multiple early season international breaks into one block at a more convenient time.

5) Ban Manchester City from all proper competitions, allowing them only to play against other teams in the City Football Group in the City Football League.

No 1 (removing teams in CL/Europa) is something that should have been done ages ago.

Only allow teams to wear away kits when the colours clash.

Ban clubs who wear yellow from being promoted to the Premier League.

Get rid of VAR.

Ban fascist states from owning clubs.

Loads more.
