Still a salary to pay that would be better spent on someone who can play

What is the quota? I would imagine the Arse squad is quite well stocked with home grown talent

The problem for them is that the FA are on about changing the rules on what constitutes "homegrown". As it stands guys like Fabregas are homegrown because they spent 3 years in England prior to 21st birthday (IIRC) but I think they want to make it 3 years before 18th b'day or something, which would exclude lots of their academy "graduates"
