The new changes to the home grown rules mean that English players like Cleverley are valuable, especially to Arsenal.

No matter what we think of him, he's good enough to be a squad player for most teams. When you consider he's available on a Bosman, it makes a lot of sense that Arsenal are interested.

The problem for them is that the FA are on about changing the rules on what constitutes "homegrown". As it stands guys like Fabregas are homegrown because they spent 3 years in England prior to 21st birthday (IIRC) but I think they want to make it 3 years before 18th b'day or something, which would exclude lots of their academy "graduates"
