I've no idea. I can only assume it's because the entirety of spanish football and the authorities exist solely to protect Real Madrid and Barca's dominance, so it probably isn't allowed?
Maybe the actual reason is that owners like that are extremely rare, which is why there's only a handful of them in all of world football

The lowest they’ve been all season was 9th, they finished 10th.

Liverpool have been outside the top four for weeks and finish 3rd.

As close as they’ve been to them in years and they still contrive to finish 7 places behind them
