I know there’s a slight risk, but I’d wear them anyway, booking a captain for that would be the biggest PR own goal possible, I don’t think any ref would actually do it

Good statement that. Sounds as though they want the captains to wear them regardless, but obviously won't/can't force them to take any punishments they might receive in doing so.

Hopefully they do it anyway.
