A German lecturing others about a cheating culture is outrageous enough but which culture is he referring to, that of Quieroz or Iran?

I interpret it as 'style' of play, 'culture' of playing style. I don't take it as any slur on Iranian culture other than football 'culture'. But if I wanted to, as clearly some people do, I could manipulate his choice of language to suggest he was being prejudicial or racist. He and/or the BBC will no doubt have to apologise.
