So, UEFA have insisted it won’t happen, but they’re going to face questions about the offer....from the media.

I suppose the real question would be whether or not Villa Park is big enough to hold a repeat of the 1985-86 Simod Cup Final..

Sounds like the big stumbling block was UEFA want no quarantine for the corporates

They also want the attendance bumped up to 25,000 so they can get their sponsors and various suits in.
