It is in no way comparable to the word Suarez used to Evra.

When I was living In Bulgaria they had biscuits called 'Negerchi' and the word was commonly used (in a non-racist way) to describe black people. I had to tell people not to use it before a mate of mine came over, but they insisted it wasn't offensive (even though racism is rife over there )

As for it's origin, it's clearly linked to outdated terminology. Check out this definition from the rather unfortunately named anthropologist who categorised races:
