You'd think the same if the coach was on fire? Underwater?
Tragic as it is, you can't have emergency exits that are difficult to access, that's ridiculous.
Better signed is another matter. Obviously it wasn't clearly signed, which could (should, perhaps?) be looked at?
Either way, it's very sad. R.I.P.
