Once again you are missing the point. Every professional footballer in the world has the technical ability to score from the spot. "Balls" would refer roughly to composure, confidence, concentration. It's not that successful penalty takers "rely" on these things to the exclusion of technnique. It is that all these elements, including technnique, must be present to be regularly successful.
So there are no successful shooters who "relied" on balls. Just as there are very few who succeded without them.
