I could understand it if the cops were outside the classroom waiting to see if there was a possibility of a peaceful resolution before acting.

But as soon as the shooter started firing they should have been in the room.

Even if it was the SAS there would have been casualties but they wouldn't have been outside shitting themselves.

Cordons aren't an American thing, or even new.

It was one of the first things I was taught in the 80's when I joined up and i'm pretty sure they would have been honed in NI in the 70's.

I remember early on them trying to say a teacher had left a door open. That was proven untrue but the door was open so how did the killer know that?
