That is a bold statement but maybe rhetoric got the better of him there.
However whilst I take your point that it is stupid to say ever , even a temporary negation of US tech would cancel any giddy moves by america on Russia from the position of their perceived present dominance.It would be back to the drawing board and mean scrapping a system that had cost tens of trillions and start again ,not to mention whether the US could afford it and maintain it's current draining war spend.

Donít really follow politics but this does sound like Vlad is basically calling Trump out for pasting.
