The tattoo is in reference to the Madrid train bombings. Nothing to do with the Vermin, although The Sun tried their best to convince everyone it was.

Fernando has tattoos on of both of his inner arms. On his right arm he has the number 9 tattooed, which obviously means his shirt number in the Spanish national team, formerly in Atlético Madrid and currently in Liverpool. On his left arm he has "Fernando" tattooed in tengwar, which is a constructed script invented by J.R.R. Tolkien, the author of the Lord of the Rings series.

On the inside of his right shin, he has tattooed the roman numerals VII VII MMI (7 7 2001). We don't really know what that date means, it hasn't been revealed and we can only speculate. There has been guesses that it could be the date he got together with his girlfriend, Olalla or the date his grandfather died

Not a tattoo then. Did he have it printed on the inside of hos captains armband at Atletico? Think that might be it.

It's a tribute to the 9/11 victims. He £#%&!ed it up and got it mixed up with the 7/7 London bombings though.
