Makes sense to me. He's one of England's best attacking players when in form and confident. Tonight gives him the opportunity to find his form. If he does, then that's great for the France game. If he doesn't, you hook him and should still win anyway.
If they don't play him to tonight when does he get a chance? They'd essentially be writing off his involvement in the tournament.
Plus they're dropping Lallana for him who is absolutely shit at football.
