The likes of Robson, Scholes, Keane, etc, had very few periods of their time with us when they can be described as being average at best. When they were past their best, they left or hung up their boots. Rooney, because of who is, the influence on the dressing room (guessing) and the size of his contract, has been kept at the club for several years since he's been past his best.
Not taking anything away from his achievement today and the fact that at his peak he was unarguably among the very greatest to play for us. But if you look at his last few years on their own, there is no way IMHO that he could be described as among the greatest.
