City didn't need to spend money. They just needed to top-up an already excellent team.

Liverpool needed to spend big and they did. Strenghtening in all the areas that they're weak.

Spurs needed to spend but couldn't due to stadium costs.

Chelsea are having massive issues with Abramovich not wanting to invest due to his Visa issues.

Arsenal have ownership issues that mean they wont put money into their team.

Most of the major rivals for transfers weren't in the market. Yet we still managed to completely £#%&! it up.
