In my experience, in a variety of situations, it's been practically impossible to get the police and prosecution service to investigate blatant crimes (even with video evidence, text messages, etc). Just because someone's done something totally immoral and illegal, it doesn't mean they'll be prosecuted. And even if they are taken to court, a slippery defence lawyer might wave their magic wand and get the defendant off the hook (have seen that happen, first hand, as well).
So, if we can't trust the legal system to bring about criminal charges, should we just allow people who we strongly suspect* of committing criminal behaviour a free pass?
*according to our own, subjectively determined 'balance of probabilities'/'beyond reasonable doubt'
