Unless he's got some ridiculously low release clause there's no way he's going anywhere this window, Bilbao's Basque only recruitment restrictions means that money isn't that much use to them, hence they never settle for less than the legally required release fee for first teamers and even then they can £#%&! buyers about like us with the first Herrera attempt. Selling two nailed on first teamers in one season would be unusual and they would absolutely nail our balls to the ceiling in fee terms.
