Erm, no it doesn't. There is no suggestion in the title as to a time frame for his leaving.

Also my title doesn't even state that he wants out. The question mark at the end suggests that it's a question.

Therefore 'Vidic wants out?' really means 'does Vidic want out?' or 'do you think Vidic wants out?' or perhaps 'is Vidic saying that he wants out?' but it certainly isn't a statement of any kind. (ffs)
