As someone else somewhere else pointed out, that list has a player who sits on the bench at Southampton in the top 100 players in the world. More reflective of the current bad state of football journalism than anything else.

I would still put rooney in a top 10 strikers in the world. he carried us for several seasons and at that point was a top 3, but in recent seasons it has to be admitted he has been less than stellar ("but he scored 30 goals" - think we had that argument before, ahem, Kevin Phillips)

And I still maintain he is no more a winner (actually the more I think about it, the less I know what that even means) than any other player in the team.
