No if the player is not booked they can act on it, i'm sure that's the case.

It depends what the referee puts in his report.

If he says he saw the incident & took what he saw as the appropriate action then the FA can't act unless they deem the incident as extremely serious.

If he doesn't include it in his report they may ask him to view the video & then take action depending upon the referees revised opinion.

So the finger was at tevez who said neville was talking to much. I thought that gesture was towards the United fans.
