You'd really like to hope so. But what can the other clubs do though at the end of the day? They're entire financial infrastructure is built around the money they make playing in the Premier League, to pay players that want to play in the Premier League. They could threaten to break away and form a Not-So-Super League, but that would never happen.
For there to be any real sporting justice from these City charges we'd need the UK Government, an oil nation and a £15 billion organisation to willingly damage their own reputations in the name of sporting integrity. It should happen, but I can't see how it will beyond some back channel agreement that suits all parties involved.
