He really isn't, 13 year olds playing competitive matches is very much the norm.

Children play competitive matches on the continent too. It has nothing to do with developing technique.

The way it's structured now is small sided games on small pitches . With the numbers and the pitch getting bigger year on year . That way they are not exposed to the brutality of 11 a side on ankle deep muddy pitches .
