Right, and how is that 'cheating'? Cheating is using unfair means to gain an advantage. What advantage is he gaining? He's not competing in anything. He's a mediator.

Again, how does that make Mike Dean a cheat? What is he cheating at? Football? He's not playing. Refereeing? There's no end game for a ref. No result for them to achieve. Nothing they can win. Nothing they can cheat towards. The players diving are cheating* , not the ref.

Corrupt would be more appropriate, if we're trying to infer something more than just poor refereeing.




*I don't even like the word for that either, but at least it makes sense..
