The club have asked the council to review so maybe there worried
It doesn't mean nothing, it means that the Glazers can't flog Old Trafford off on the quiet, lease it back and pocket the difference, with another United asset being squandered in the process.

Previously there was nothing to stop them doing this, and they specifically mentioned they would consider doing so in the 2010 bond prospectus:

from selling or transferring, our training ground facilities and our stadium.

The Glazers are not only appealing the decision, they employed lawyers to oppose the original request. Would they really have bothered if the whole thing was meaningless?

what restrictions if any are in place regarding how much the owners could value the stadium/land at?

i think this ruling is very important for United fans should the owners go bust or the company go bad. but if it stays healthy as it is right now surely there's no way enough money could be raised inside 6 months to buy it even with a first option if the asking price can be set arbitrarily?

Yes, realistically (assuming the club hasn't fallen on truly disastrous times) there's no way the fans could raise the money, except in some hypothetical 'Red Knights' (sic) or sugar daddy situation.

The real value of the judgement is that the Glazers can't now flog off Old Trafford on the sly, lease it back and siphon the difference off into their dungeons in Delaware.
