It's already based on coefficient. Hence Celtic playing today, in a playoff, rather than going directly into the group stage as SPL champions. Scotland is higher in the coefficient than plenty of other, similar-sized countries such as Serbia, Bulgaria, Hungary, Ireland, and even Iceland!
